Executive Vice President

Jon Huffman has more than 25 years of experience in redevelopment, planning and related professions. Mr. Huffman has expertise in the areas of redevelopment, land use policy and environmental planning and design, and has an extensive working knowledge of the California Community Redevelopment Law, the California Environmental Quality Act, and California Planning and Zoning Laws. In addition to extensive redevelopment experience, Mr. Huffman has directed numerous planning and special studies projects, including Specific Development Plans, General Plan Amendments, CEQA Compliance, housing and Urban Corridor Studies.  Mr. Huffman has been with Urban Futures Inc. since 1987.

Education

Mr. Huffman holds a Bachelor of Architecture degree from the University of Oregon, Eugene, a Master of Landscape Architecture Degree from California State Polytechnic University, Pomona, and certificates in Real Estate Appraisal from California State University, Fullerton.


Vice President

Richard Tillberg has over 20 years of experience in redevelopment and real estate development. He has been Executive Director of the Cudahy Redevelopment Agency, as well as that City's Community Development and Planning Director. Reporting directly to the Agency Board, Mr. Tillberg was involved in all aspects of policy formulation and implementation, as well as directing the Agency's day-to-day activities. Mr. Tillberg has also been Chief Executive Officer of a non-profit, affordable housing development company with a portfolio in excess of 800 senior apartment units valued at $57 million. Additionally, he has been a private developer, developing retail centers throughout Southern California. As both a private developer and a public sector redevelopment practitioner, Mr. Tillberg has led negotiating teams resulting in more than 25 owner-participation or disposition and development agreements valued in excess of $100 million.

Education

Mr. Tillberg holds a Bachelor of Arts from the College of William and Mary in Williamsburg, Virginia and a Master of Arts in Urban Planning from Morgan State University in Baltimore, Maryland.

Mr. Tillberg is a member of the American Planning Association and the American Institute of Certified Planners.



Principal

Mr. Steve Dukett joined the Urban Futures family during 2007 and serves as a Principal Consultant to local government.  He specializes in the planning and implementation of redevelopment, economic development, affordable housing, asset management and grant programs.  During his 40 years of service with local government he has served as Redevelopment Director with the Cities of Redlands, Upland, Hesperia, Ontario, Lancaster and San Bernardino and with the County of Los Angeles and its Community Development Commission.  He also served as Acting City Manager for a portion of his term with the City of Hesperia.  Further, during his career in the public development arena, Mr. Dukett has been involved with a wide-variety of development projects with combined values of nearly $1 billion.  He has also guided 14 redevelopment plan adoptions or amendments and is particularly known for his deal making and deal closing skills.

Mr. Dukett is a graduate of California State University, Los Angeles.  He is a former Chairman of the Board of the California Association for Local Economic Development (CALED) and currently serves as Chairman of the Board of Regents of the California Academy for Economic Development.  During April 2006 he was selected as the 12th “Golden Bear”, which is CALED’s highest award for career achievement in local economic development.


Principal

Bill Kelly specializes in the areas of economic development, redevelopment, planning and organizational management.

Bill has worked for the last 14 years as the City Manager and Executive Director of the Redevelopment Agency for the City of Arcadia. He has also held positions of Deputy City Manager, Director of Community Development, Director of Development Services, and Director of Planning and Building for several California municipalities. He also has been Chair of the LA County Emergency Medical Services Commission and Vice Chair of the California State Attorney General’s Advisory Committee on the California Law Enforcement Telecommunication System.

Bill has held adjunct professorships at Cal State Long Beach and Cal State San Francisco teaching Public Administration and Policy. He currently teaches at USC and is also a member of the Advisory Board for the Masters of Public Administration.

Education

Bachelor of Science in City Planning from Cal Poly Pomona, MPA from USC, and both an Executive MBA and MA in Management from Claremont Graduate University where he has also taken Doctoral Studies in Executive Management.


Principal

Paul Schowalter comes to Urban Futures with nearly 18 years of redevelopment experience.  He has managed or assisted in the preparation of over 100 redevelopment plan adoptions, amendments, implementation plans, and feasibility studies.  Paul has been responsible for all activities related to redevelopment plan preparation, including project management and scheduling; documentation of existing conditions; evaluation of buildings and properties; generation and maintenance of databases, graphics, and maps; the preparation and production of all redevelopment documents; coordination of sub-consultants; and client relations.  Paul has personally evaluated hundreds of thousands of properties throughout California for redevelopment purposes.  He also developed a successful public participation program consisting of newsletters and "Town Hall" meetings designed to inform and involve the communities where redevelopment is proposed.

Education

Mr. Schowalter received a Bachelor of Architecture with an Urban Design emphasis from the California State Polytechnic University, Pomona.  He is a published author and photographer, award-winning artist, and has earned a California APA award.  He is also active in the community by volunteering time at Children's Hospital of Orange County.


Planner

Ryan Bensley has six years of experience in marketing and managing multi-family residential communities in Southern California and has gained valuable hands-on redevelopment and affordable housing experience as a member of the Santa Ana Redevelopment Agency staff.  As an urban planning and community development professional, Mr. Bensley has participated in all aspects of redevelopment planning, including CEQA compliance, for redevelopment agencies across California.

Education

Mr. Bensley earned a Bachelor of Arts in Geography from California State University, Long Beach.


Planner

Ms Myhra has helped to author and process numerous environmental impact reports, redevelopment feasibility studies, implementation plans and other reports required under the California Community Redevelopment Law, including Preliminary Reports and Reports to Council. Ms. Myhra has also participated in preparing numerous presentations for use in UFI's extensive community education programs. Prior to joining UFI in 1997, she was employed for many years as a legal assistant (paralegal) performing legal research and writing pleadings.

Education

Ms. Myhra attained a Bachelor of Arts at the University of Michigan, Ann Arbor, with a major in English Literature, and a minor in Business Administration. She also completed post-baccalaureate credits in education. In 1991, Ms. Myhra completed her Certificate of Legal Assistantship, with Honors, at the University of California, Irvine Extension.


Planner

Jung Seo has been responsible for spatial and quantitative analysis for several redevelopment plans and environmental impact reports.  Integrating with ArcGIS applications, Mr. Seo has conducted the land use analysis, blight indicators analysis, and long-term build-out projections for environmental impacts analysis.  Mr. Seo has also assisted in the financial research and analysis for tax increment projections and tax allocation calculations.

Education

Mr. Seo holds a Master of Planning from the University of Southern California, Los Angeles, and a Bachelor of Engineering in Architecture and Urban Planning from the Handong Global University, South Korea.


Assistant Planner

Kathren Young joined Urban Futures, Inc. in July of 2007.  As a recent hire, she has assisted in the completion of redevelopment plan amendments, blight reconnaissance, preparation of municipal and agency staff reports and Geographic Information Systems (GIS) updates.

Education

Mrs. Young graduated from the University of California, Irvine with a Bachelors degree in Environmental Analysis and Design.  She spent almost two years studying abroad at the Georg-August University of Göttingen in Germany. In addition to English, Kathren can read, write and speak German as well as Spanish.


Assistant Planner

James Gibling joined Urban Futures, Inc. in Feb of 2008.  He will be assisting in the completion of redevelopment plan amendments, blight reconnaissance, preparation of agency staff reports and Geographic Information Systems (GIS) updates.

Education

Mr. Gibling graduated from Humboldt State University with a Bachelors degree in Geography, a minor in Environmental Ethics, and is currently working on his GIS certificate.
