President

Marshall Linn, President of Urban Futures, Inc., has more than 41 years of municipal and private consulting experience combined with professorships at both the University of California, Irvine Campus and California State Polytechnic University, Pomona. Over the last 31 years, Mr. Linn has specialized in the preparation and implementation of more than 150 redevelopment plans. In just the last seven years, Mr. Linn has participated in the preparation of over 60 redevelopment plans and over 60 redevelopment related special studies.

Mr. Linn has participated in either a compliance role or financial advisor on 500 bond issues, including 75 single-family and multi-family mortgage revenue bond issues, which have represented well over nine billion dollars worth of tax exempt securities. He has also served as financial advisor for over 400 Tax Allocation Notes, Bonds and Certificates of Participation, Lease Revenue Bonds, Water and Sewer Revenue Bonds and various other financial transactions.

Education

Mr. Linn holds a master's degree from the University of Southern California in Urban Planning and has taken graduate level courses in Real Estate Development.




Principal

Douglas Anderson is an expert in the areas of tax revenue analysis and bond administration. Mr. Anderson is responsible for the research and analysis necessary to structure tax allocation bond issues, including tax increment revenue projections and analysis of the revenue created by new development projects. As a financial advisor, Mr. Anderson has been involved with the issuance of over 250 bond issues, including Tax Allocation Bonds, Special Tax Bonds, and Water and Sewer Revenue Bonds. Mr. Anderson has been with Urban Futures Inc. since 1985.

Education

Bachelor of Science in Business Administration, with a Finance emphasis, San Diego State University.



Principal

Michael recently joined Urban Futures following a successful career in municipal government.  Mr. Busch’s municipal career consisted primarily of assistant/deputy city manager, finance, and project manager positions.  As such, he has extensive experience in strategic planning, municipal finance, economic development/redevelopment, and project implementation leading to the issue of over $200 million in tax exempt debt offerings and implementation of several redevelopment and infrastructure projects. Mr. Busch has a unique background having served as a planner, finance director, City Treasurer, Deputy City Manager and Assistant City Manager where he has demonstrated experience in capital improvement plan development, developer negotiations, development agreements, and capital project implementation. Mr. Busch has served as the President of the Municipal Management Association of Southern California (MMASC) and most recently as Chair of Cal-ICMA. 

Education

Mr. Busch earned a Bachelor of Arts Degree from California State Polytechnic University Pomona in Urban and Regional Planning and a Master of Arts Degree in Public Administration from California State University Long Beach. 



Assistant Vice President

Eva Wolf assists in the research and analysis of financial and statistical data for municipal financings structured by Urban Futures. Ms. Wolf researches relevant issues such as tax increment dollar limits, dollar limit on outstanding bonded debt, plan duration limits, and also performs analysis of statutory pass-through calculations. She provides research and analysis of information, that are the components of successful bond offerings, such as assessed values, present and historical, secured and unsecured; largest taxpayers; delinquencies and appeals information. Ms. Wolf is responsible for coordinating with the financing team to ensure adherence to the financing schedule and a timely closing. Ms. Wolf has been with Urban Futures for over 10 years.

Bachelor of Science in Business Management, University of Redlands.


Principal

Al enjoyed a successful 33 year career in state and local government before joining Urban Futures in late 2006. His career consisted primarily of assistant city manager, finance, and redevelopment administrative positions.  As such, he has extensive experience in municipal finance, economic development, redevelopment, and housing, which includes lead issuer responsibilities for over $600 million in tax exempt debt offerings. Mr. Holliman has a unique background in that he is a certified public accountant but also has demonstrated experience in developer negotiations, development agreements, and capital project administration.  He has taught government finance and economic development courses in the California State University system since 1998.

Education

Mr. Holliman earned a Bachelor of Arts Degree from California State University Fullerton in Business Administration and a Master of Arts Degree in Management from the Claremont Graduate School.  He is currently enrolled in doctoral studies at the University of Maryland.

 


Financial Analyst

Julia Payken provides research and analysis for municipal financings and continuing disclosure reporting, as well as developing complex financial models.  She provides support for the financing team by generating tax increment revenue projections, analysis of redevelopment plans and coordinating members of the financing team.  Prior to working at Urban Futures Inc., Ms. Payken worked in local government as an administrative analyst.

Education

Ms. Payken graduated with departmental honors from California State University, San Bernardino with a Bachelor of Arts in Mathematics.
