Anita McCarty, Vice President, Bond Administration is responsible for over 900 tax exempt multifamily and single family housing revenue bond issues, tax credit projects and home funded projects. In this capacity, she works with Issuers, Developers and Property Managers to ensure compliance with Internal Revenue Code and is in close contact with issuers and lenders regarding the status of the projects. The portfolio assigned to her includes issues affected by the Tax Reform Act of 1986 and recent California legislation. She is also responsible for new business development and client relations for Urban Futures Bond Administration. She uses a management information system to streamline the compliance and administration process for the issues for which Urban Futures has Administration, Compliance Agent, and/or Financial Advisor responsibilities.

Her previous regulatory experience includes bond administration for the County of Los Angeles Community Development Commission.

Ms. McCarty has been with Urban Futures since 1993.

Education

Ms. McCarty holds a Bachelor of Science Degree in Business Administration from California State University Dominguez Hills, with emphasis in Marketing and a Real Estate Sales License. She holds a Certified Site Compliance Specialist certification (SCS) and a Tax Credit Compliance System (TaCCs) certification from Quadel Consulting.  She is certified as a Professional Trainer in Homebuyer Education from Neighbor Works Training Institute.

Assistant Vice President - Compliance Training

Ms. Sears is responsible for the development of training materials and course offerings. She is a national Trainer for the National Center for Housing Management, teaching their Certified Occupancy Specialist (COS) course. She is a highly sought after trainer and is well known in both public and private sectors of affordable housing.

In addition, Ms. Sears responsible for monitoring over 4,000 affordable housing units. Her portfolio consist of layered financing projects, which combine Tax Exempt Multifamily Bonds, Low Income Housing Tax Credits, HOME, CDBG, LandUse, Major Projects, and Earthquake Emergency Loan Programs. She educates and works with Developers, Owners, Property Management Companies and Property Managers to ensure compliance with Federal, State and Local requirements required by the loan funding type set forth in the Covenants and/or Regulatory Agreements.  She reviews and analyzes compliance reports, tenant certifications and recertification’s to determine program eligibility and/or resolutions for noncompliance issues.  Ms. Sears conducts on-site file audits and uses a management information system to streamline compliance monitoring.

Education

Mrs. Sears holds a Master of Public Administration (MPA) from Long Beach State University. Her professional experience has been in the Residential Property Management Industry where her positions ranged from Property Manager, Field Supervisor, to Director of Property Management. 

She holds various certifications: NCHM Certified HUD Occupancy Specialist (COS), Certified Tax Credit Specialist (TaCCs), Certified National Compliance Professional (NCP), Certified Assistant Housing Manager (AHM), Certified Professional Occupancy (CPO), Certificate of Advanced Project Management and Certificate of Asset and Property Management-Present by Wells Fargo Bank and LISC, Certificate of Financial Operation/Asset Mgmt-Presented by Washington Mutual Bank and LISC., and she  is  certified as a Professional Trainer in Homebuyer Education from NeighborWorks Training Institute.

Ms. Sears is also a Certified Property Manager (CPM) Candidate- Institute of Real Estate Management (IREM).

Senior Affordable Housing Administrator

Ms. Lopez is responsible for the compliance monitoring of over 8,000 affordable housing units.  Her portfolio consists of layered financing projects, which combine Major Projects, LandUse, Earthquake Neighborhood Preservation Program (EQ-NPP), Neighborhood Preservation Program-Rehab (NPP-Rehab), HOME, Community Development Block Grant (CDBG), Low Income Housing Tax Credits, Multifamily Bonds, Shelter-Plus-Care & HOPWA (Housing Opportunities for Persons with AIDS) grants, amongst other funding sources.  She is also responsible for reviewing/approving files for several Section 42 (Tax Credit) projects.

She educates and works with Developers, Owners and Property Managers to ensure compliance with Federal, State and local requirements set forth in the Covenants and/or Regulatory Agreements.  Ms. Lopez reviews and analyzes compliance reports, tenant certifications and re-certifications to determine program eligibility and overall compliance with the programs.  She also works with Owners and Property Management companies to assist in providing guidance and finding resolutions for non-compliance issues whenever necessary.  She conducts on-site file audits and uses a management information system to streamline compliance monitoring.  She also conducts training classes on the Tax Credit, Bond, Major Projects and LandUse financing programs.

Ms. Lopez has over 12 years of Property Management experience; her positions ranged from Property Manager to Field Supervisor, including managing single family homes/individual housing buildings and monitoring program compliance.  She also supervised a portfolio of apartment communities (Project-Based Section 8, Section 236, Section 42 (Tax Credit), AHP, SHP, Bond, HOME, CDBG, LandUse, EQ-MP, EQ-NPP, and Major Projects). 

Education
Ms. Lopez is a Certified HUD Occupancy Specialist (COS), Low Income-Housing Tax Credit Property Manager (LIHTC-PM), and obtained the Tax Credit Compliance System (TaCCs) certification from Quadel Consulting.  She is also a Housing Credit Certified Professional (HCCP) from the National Association of Home Builders (HAHB), and is a Certified National Compliance Professional (NCP).  She also recently obtained the Housing Choice Voucher Specialist (HCV-Specialist) certification from Nan McKay and Associates, Inc.

Ms. Eileen D. Jones is responsible for the compliance monitoring of 354 projects.   These projects include Major Projects, Earthquake Neighborhood Preservation Program (EQ-NPP), Neighborhood Preservation Program-Rehab (NPP-Rehab), Land Use, Bond and Section 42 (Tax Credit).

Ms. Jones conducts on-site visits to verify tenant income and rent limits pursuant to the Regulatory Agreement.  She prepares and disseminates a detailed audit report to the Property Managers and Owners. Ms. Jones also processes the annual/quarterly reports and tenant certifications to determine compliance utilizing a custom management information system.  She communicates with Owners and Property Managers to ensure program compliance and resolve issues of non-compliance.  She is also responsible for reviewing/approving initial (move in) files for Section 42 (Tax Credit) projects.

Ms. Jones has over twelve years of Property Management experience; this includes managing single family homes/individual housing buildings, monitoring program compliance, training and she previously supervised a portfolio of apartment communities ( Transitional, Public Housing, Project-Based Section 8, Section 42 (Tax Credits) and Bond.

Education
Ms. Jones received her (ARM) Accredited Residential Manager certification through (IREM) the Institute of Real Estate Management and a (NCP) National Compliance Professional diploma from the Elizabeth Moreland Housing Credit College and has earned a certification for TaCCs® for Low Income Housing Tax Credit Compliance from Quadel Consulting.
